NEW DELHI , October 30 (MIC): The item – “Sankirtana, ritual singing, drumming and dancing of Manipur” nominated from India is among 31 nominations to be decided for inscription on the Representative List of the UNESCO Intangible Cultural Heritage of Humanity at the eighth session of the UNESCO Intergovernmental Committee in Baku, Azerbaijan on December 2-7, 2013.

The Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage consists of 24 representatives from the States Parties elected by the General Assembly of States Parties. The committee members are Albania, Azerbaijan, Belgium, Brazil, Burkina Faso, China, Czech Republic, Egypt, Greece, Grenada, Indonesia, Japan, Kyrgyzstan, Latvia, Madagascar, Morocco, Namibia, Nicaragua, Nigeria, Peru, Spain, Tunisia, Uganda and Uruguay.

As resolved at the seventh session of the Intergovernmental Committee held at UNESCO Headquarters at Paris 0n December 3-7, 2012; the Subsidiary Body for evaluation of nominations for inscription on the Representative List in 2013 was established. The body consisting of five State members namely Spain, Czech Republic, Peru, Japan, Nigeria and Morocco examined the nominations submitted by the States.

The Body satisfied the criteria of the Sankritana of Manipur for inscription on the Representative List. Criteria are 1)Transmitted from generation to generation through formal and traditional education, Sankirtana music and dance reinforce the social and spiritual cohesion among the Vaishnava communities of Manipur; 2) Inscription of Sankirtana on the Representative List could contribute to the visibility of intangible cultural heritage while encouraging intercultural dialogue and promoting respect for cultural diversity;3)Proposed safeguarding measures include research projects, documentation, awareness-raising activities and education programmes with the involvement of the bearers of the element and national institutions; 4)Representatives of the Sankirtana community including masters and relevant organizations and associations participated in the nomination process and provided their free, prior and informed consent; and Sankirtana is included in the National Inventory of Intangible Cultural Heritage main
tained by the Sangeet Natak Akademi, and extensively documented by the Akademi and other institutions.

Sankirtana is practised primarily by the Vaishnava community of the plains of Manipur, a State in north-eastern India, and also practised by the Vaishnava Manipuri population settled in the neighbouring States of Tripura and Assam.

Starting with ritual observances which involve singing and dancing in the temples of Manipur, Sankirtana encompasses an array of arts performed also in the home and the street to mark occasions of religious import and stages in the life of the Vaishnava people inhabiting the Manipur plains.

Sankirtana practices centre on the temple, where performers narrate the lives and deeds of Krishna through song and dance. In a typical performance, two drummers and about ten singer-dancers perform in a hall or domestic courtyard encircled by seated devotees. The dignity and flow of aesthetic and religious energy is unparalleled, moving audience members to tears and frequently to prostrate themselves before the performers.

Sankirtana has two main social functions: it brings people together on festive occasions throughout the year, acting as a cohesive force within Manipur’s Vaishnava community; and it establishes and reinforces relationships between the individual and the community through life-cycle ceremonies. It is thus regarded as the visible manifestation of God.

The Sankirtana of Manipur is a vibrant practice promoting an organic relationship with people: the whole society is involved in its safeguarding, with the specific knowledge and skills traditionally transmitted from mentor to disciple.

Sankirtana works in harmony with the natural world, whose presence is acknowledged through its many rituals.

The viability of the element has been ensured by social support that has kept the art alive through centuries. Every Manipuri of Vaishnava faith is involved with the form, either as a performer or patron. King Bhagyachandra, who conceived the Nata-sankirtana form, was himself a great performer.

It may be mentioned that after the declaration of “Kutiyattam: Sanskrit Theatre”, “Tradition of Vedic Chanting” and “Ramlila: Tradional Performance of the Ramayana” as masterpieces of oral and intangible heritage by UNESCO, the Government of India has launched a special scheme for the preservation of Intangible Cultural Heritage in India, which is managed by Sangeet Natak Akademi. If the proposed element, Sankirtana of Manipur, is inscribed on the Representative List of UNESCO, it will receive substantial support under this special scheme.  

IMPHAL, October 30: Barely 24 hours after the blast at Dharamsala in the heart of the city, a high intensity blast from an Improvised Explosive Device rocked Moirangkhom opposite Krishnapremi Oil City this morning killing two van drivers and injuring five other persons.

The device that exploded at around 6.30 am was planted behind a waiting shed located at the area and was reportedly detonated with the help of a remote control device.

A second IED explosion was also reported from Moidangpok under Patsoi Police station, Imphal West district at around 10.45 am. However, there was no human casualty from that explosion.

The intensity of the first blast was so powerful that it not only damaged the waiting shed and a nearby milk booth but the shrapnel released also killed two drivers and injured five others at the Moreh van parking a few metre away.

The deceased have been identified as L Brojen, 32, son of late Sitol of Andro and at present staying at Palace Gate and Holnung Tholthang, 42, son of Tolkhothang of Bijang Village in Churachanpur district and at present staying at Langol Games Village, Zone-IV.

Brojen was killed on the spot while Tholthang succumbed to his injuries at Regional Institute of Medical Sciences (RIMS) Hospital.

The five injured were identified as Laishram Rajen, 48, son of Jatra of Kakwa Naorem Leikai, N Obidiya, 26, son of late Bijoy of Thanaojam Mayai Leikai, Robert Paite, 31, son of Jangkhul of Terakhong Churachanpur at present staying at Games Village, Samom Naoba alias Bikram, 28, son of Shyamkhanai of Palace Gate and Sujam Baite, 66, son of late Chongkhonthang of Moreh Ward number 1 who is a passenger. The condition of Rajen is stated to be critical as he sustained shrapnel injuries on his head and has been shifted to Shija Hospital.

Soon after the blast, Deputy Chief Minsiter Gaikhangam arrived at the blast site to take stock of the situation.

Police sources while providing details on the Moidangpok blast said the bomb was planted under a tree near Ibudhou Korouhanba Lai Maning Lampak, which is a known resting place ROP team of 40 AR and 18 Sikh Light Infantry.

The sources said that the bomb was first detected by locals and reported to the police. However, the IED exploded just minutes after a team of bomb expert arrived at the scene.

In the wake of the blast, security measures have been tightened up in and around Imphal and heavy security blanket has been deployed. Security forces also conducted a massive search in every strategic corners of Imphal using metal detector and sniffer dogs. 

BISHNUPUR, October 30: The locality of the Tengkhal village in Bishnupur district was today organized a sit in protest against the proposed construction of an Industrial Estate at agriculture area of Tengkhal Khunou village.

D K Kabui, the secretary of the Tengkhal Khunou Land Protection Committee demanded to shift the proposed industrial estate to be set up at Tengkhal village Dag No 10.34 to other suitable location as the area is agricultural land adding that the 54 land owners and their families of the 80 acres arable land has been earning their livelihood from the agricultural products of the land.

The secretary further mentioned that the decision of the government to set up industrial estate at the said area without intimating any information and necessary notice is a violation of human rights of the concerned land owners, adding that in the past, state government made misadventure of constructing main canal and high canal in the same area but the scheme was failed.

Despite this, more than five hectares of agriculture land are unutilized for agricultural activities due to construction of two pump set in the agricultural land, D K Kabiu said and adding the famers have no other alternative than their traditional paddy cultivation and its allied works.

D K Kabui further expressed that the concern SDO has been enquired in this connection same time back and the same SDO intimated that there was no such plane and no necessary documentation was prepared.

And now, the planning of the proposed industrial estate is at its completion stage, he lamented and further appealed the concern authority to review the decision.

If the concern authority is not responding to their request, an agitation will be launched so that they can have their land right, D K Kabui warned.

During the sit in protest, placards which reads ‘No Industrial Estate at Arable Land’, ‘Save famers’ Life’, ‘Protect farmers’ Right’, ‘Shift Industrial Estate to other Suitable Location’ were displayed.

It is noteworthy to mention that memorandum were submitted to revenue minister, Bishnupur DC and SDO to withdrew the decision of the industrial estate, but not response has been got, it said.

KANGPOKPI, October 30: Autumn season is a season of festival. People in Manipur are busy exchanging love, peace and forgiveness  to bring a new life free from evil but full of peace and harmony. But there is animal suitable to be termed, according to their activities, as “untamed domestic animals” who nib innocent precious lives engaging and struggling hard to bring peace in the state. "What is the logic or principle behind killing, hurting and terrifying innocent people by planting and triggering bombs?", wondered Dy Chief Minister Gaikhangam who also holds the Home portfolio.

He was speaking on the auspicious occasion of "CHAGAH NGEE"-The blessed Liangmai cultural festival at Namdilong, Kanglatongbi, co-sponsored by TRI today.

Today we celebrated with delights and happiness the CHAGAH NGEE, day after tomorrow we are due to celebrate KUT and Ningolchakkouba on November 5, he said.

During such festive season people are in their happiest mood, he observed before adding that unfortunately the people's happiness has been shortened due to fear and anxiety created by animal-minded people through exploding bombs and taking away many innocent lives.

The Dy.CM continued that in the last two three days there has been a series of bomb blast in the state which has created fear and unease amongst the general populace.

A bomb blast this morning around 6:10 near the Krishnapremi oil pump killed two innocent persons, which is unfortunate, he said.

These immature animal-minded like people who execute such unwanted activities seem to be very much jealous and selfish of the people's happiness, added the Dy CM.

While the state govt as well as the people of Manipur irrespective of caste, creed, hills, valley and religion are busy in exchanging love and struggling hard to bring peace and harmony, how can such uncivilized acts could be executed, he said.

The Dy CM further asked, “Is it hard for them to see the developing peace and harmony in the state”, “Are they against peace and tranquillity”, “Are they truely against people's happiness".

“Our motherland Manipur is deeply exhausted now.”

It has been already too long that she has shed her tears and cried everyday, he observed.

“In the best interest of the state and of the people as well as in the best interest of humanity, I appealed in the name of God to stop triggering bombs, killing and terrifying innocent people”, said the state Dy CM while adding that so far there have been no positive outcome and solution through triggering bombs and killing innocent people.

In the meantime, the Dy.CM noted that Liangmai tribe are the constituent unit of Zaliangrong having the richest and highest number of cultural festival. There are 12 months in a year and the Liangmai tribe have 12 cultural festival in a year.

While greeting the people of Manipur on the coming Kut and Ningolchak Kouba Dy.CM Giakhangam noted that all festival of Manipur though celebrated and observed by different tribes and community they all are part of Manipur cultural and heritage.

IMPHAL, Oct 30: The Directorate of Field Publicity, Govt of India and its Chandel and Imphal Units organized healthy baby competition by at Kangshim village as a part of the ongoing Public Information Campaign.

During the competition, baby Muiram, daughter of Hormila Camlong of Christian Compound, baby Oshimmi, daughter of M Pinky of Kanemvam village and baby K Darmarya, daughter of Khaling Priya of Bijang village were awarded first, second and third prizes with an amount of Rs 2000, 1500 and 1000 respectively.

The prize winners are informed to collect the prizes on the October 31, 2013 at the concluding function.

IMPHAL, October 30: Irom Chanu Sharmila has reportedly called on the trustees of Just Peace Foundation, to discuss the future course of action of the trust.

The trustees have been granted permission to meet Sharmila on November 7, by the additional secretary Home, M Yaiskul following a plea submitted to the JMIC Imphal East, through Sharmila’s counsel Kh Kanta.

The trustees have been identified as Kh Aanandi, O Romen, Robin, Babloo Loitongbam, Onil, Irom Singhajit, Guni, Shangleidar, Nonibala, Helam, Nazira. A press team will also be joining the discussion.

The same day, Sharmila will also be produced before the JMIC Imphal East, as a part of her routine physical appearance in connection with the case lodged with the Porompat Police under FIR no. 60 (3) 2013 PRT/PS u/s 309 IPC. 

IMPHAL, October 30: Reacting to the series of blast that had taken place in Imphal recently including the fatal explosion at Moirangkhom today, Chief Minister Okram Ibobi Singh strongly condemned them ‘as terrorist action’ causing loss to innocent lives.

In a statement released by the Chief Minister’s secretariat, Okram Ibobi Singh deplored the acts as that of a coward attempting to cause terror. “Such terrorist actions spoils the image of Manipur and affects the development momentum”, it said.

It further stated, “The Government has viewed this attack on the innocent citizens and against the state and national interest, and those responsible for these criminal and subversive acts will not be spared and be taken as per the law of the land”.

Meanwhile, his deputy and Home Minister Gaikhangam while inspecting the gory scene of the blast at Moirangkhom said outsourcing of crime has become rampant in Manipur and any individual should consider the horrific consequences of their actions before agreeing to ferry bombs or abet the underground groups in violence. Gaikhangam later went to RIMS Hospital to meet the injured.

Talking to media persons at the blast site, he said the attack in which two lives were lost is highly condemnable, barbaric and inhumane. Such fatal aggression among armed groups is one thing but making innocent individuals the target of such gruesome attack is totally unacceptable, he stated. He questioned the logic of planting such high intensity bomb in public places.

He claimed that the militants in the state are facing huge difficulties in ensuring free movements and have been compelled to hire third parties to assist them in carrying out their nefarious designs. The ultras search for vulnerable individuals, most of whom have a dire need for money, and recruit them to be their partners in crime, he stated.

When asked by a group of reporters on whether the frequent blasts carried out in the state were due to lapses in security arrangement, Gaikhangam replied that there had been no lack of efforts on part of the state police. The force is trying at its best level to prevent such attacks but the bombs used by the ultras are local-made which are easy to assemble and trigger, he stated.

He stated that human rights groups active in the state should not be biased while reacting such form of brutal killings. These groups are very avid when highlighting the allegations of excesses against security personnel but they do not reciprocate similarly to attacks by ultras, he claimed adding that their lop-sided behavior is not desirable at all.

Stating that the situation in Manipur is different from other parts of India, he asserted that the state police need special sanction for maintaining a peaceful atmosphere and admitted that recent judgments have took a toll on the confidence of the force.

The police personnel are dealing with the worst conditions to carry out their duty of maintaining law and order. Indications of the involvement of personnel in excesses do not mean that the whole force can be accused of participating in fake encounters. The government is not encouraging them to kill innocent people. If any personnel acts with a mala-fide intent, the government will take disciplinary action against him, he stated.

He agreed on the possibility that the timing of the attacks could be related with the upcoming Sangai Festival and planned to instill fear in the mind of the participants, which includes delegates from countries like Myanmar and China, and discourage them from taking parts.

Gaikhangam distributed Rs 5000 each to the injured from his pocket as assistance in carrying out their treatment. 

IMPHAL, October 30: The Congress Legislature Party today discussed the possibility of the Centre re-imposing the Armed Forces Special Powers Act, 1958 in the seven Assembly segments of Greater Imphal, following the recent spurt in violent activities in the area, said government spokesperson and state Education minister, Moirangthem Okendro today.

Concern with the ever increasing violence in the state capital and its surrounding areas which has even claimed lives, the Congress Legislature Party convened a meeting today.

The meeting was chaired by its leader, Chief Minister Okram Ibobi Singh and was held at the Conference room of his Secretariat starting from around 4:30 pm and concluded at 7:30 pm.

The government spokesperson said that the state government had lifted the AFSPA from the seven assembly segments of Greater Imphal, considering the aspiration of the general public, however, the Centre was unhappy with it, he said.

Elaborating further on the proceedings of the meeting, he said the CLP today minutely discussed the growing apprehension that in the past few days, such blast seemed to be targeted at the general public, whereas in the past, such blasts used to be targeted only at security forces.

He said that the CLP strongly condemn the blast which has claimed lives.

The CLP also discussed the recent spurt in violent activities in the state capital and its nearby areas and the rising need to strengthen the security arrangement of the densely populated Imphal city, he said.

It was also decided that an IG or DIG ranked police officer will look over the security provision of Imphal city, he said.

The Congress government has since some time back taking up several developmental programmes in Manipur, however, the violent incidents could discredit the government, he said.

The meeting further discussed the security measures to be taken up for the protection of the lives and property of the people, he said.

He further elaborated that the meeting also resolved to provide assistance to the victims of the blast.

The CM has also appealed to all to support and help the government in its effort to provide security cover to the people, he said.

IMPHAL, October 30: Soon after a powerful IED explosion killed two van drivers and left five other bystanders injured this morning at Moirangkhom, condemnations of the blast and condolences for the dead and injured poured in.

Locals of Yaishkul area staged sit ins at the explosion site and a nearby oil pump, as several others including political parties and drivers’ union have also condemned the violent incident.

Womenfolk and local youth clubs of Yaiskhul Police Lane, Yaiskhul Janmasthan, Moirangkhom and Keishamthong area staged a sit in protest at two different areas.

The sit in protests staged at the Moirangkhom Krishna Premi Oil Pump and on the footpath along the Heicham Yaichampat were organised by the Young Voluntary Organisation (YVO).

Protestors were seen holding placards which read “Stop killing Innocent Civilians”, “Fed up with Bombs”, “we want peace”, etc.

Speaking to the media on the sidelines of the sit in protest, a woman said that the violence which resulted in the death of two persons is highly condemnable.

She further appealed to all concerned not to carry out such violent actions in crowded areas.

She further appealed to all to clarify at the earliest.

All the shops and the business establishments in the surrounding area remained closed for the day during the protest.

Meanwhile, the Janata Dal United Manipur State Unit has strongly condemned the Moirangkhom blast which killed two persons were killed and left five others injured in a press conference held at the Janta Dal Office today.

Speaking to the media, during a press conference, the state unit president, M Tombi said that the party condemn the recent spurt of bomb blast in crowded areas.

He said that as it is the festive season, the bazar area is crowded with shoppers.

He further expressed that the party shares the sorrow and pain of the families for their loss.

Further questioning the motive behind the blast at a crowded area, he demanded clarification from whosoever was behind the blast.

He further asked if there is a hidden agenda behind the attacks to re-impose the Arm Forces Special Powers Act in the seven assembly segments of Imphal.  

Further appealing against all such violence in the future, he also urged the government for proper compensations to the families of the victims.

On the other hand, the All Manipur Road Transport Drivers’ and Motor Works’ Union has in a press statement said that the JAC, Imphal Moreh Road Transporters and Drivers Union jointly convened a condolence meeting at the office of the All Manipur Road Transport Drivers’ and Motor Works’ Union this evening at 3 condemning the Moirangkhom blast.

It said during the meeting, a two minute silence was also observed condoling the death and condemning the violence.

The Hill Tribal Council, Moreh has also condemned the violent incident and said that it shares the grief of the families of the blast victims.

The council in a press statement has demanded clarification from all concern at the earliest.

The North East Dialogue Forum has also strongly condemned the blast.

A press release of the forum has also said, “People of Manipur have long experiences of bomb blast in the state”.

Women Action for Development, WAD has in a press release while questioning the current trend of bomb blast in the state also condemned the blast.

Meanwhile, the Shiv Sena Manipur State has strongly condemned the bomb blast at Dharamsala, Thangal Bazar on October 29 injuring five persons including two students.

It also thanked RK Tejbir Singh, Officer-in-Charge and Inspector Yaipirel for finding the killers of Satinder who was found murdered at his rented residence at Kakhulong recently.

IMPHAL, October 29: The Coordinating Body of Trade Unions, Manipur has today held a press conference at its office at Irawat Bhawan complex, B T Road, highlighting their preparedness for the upcoming Delhi demonstration which will be held on December 12, 2013.

Addressing the conference, Ksh Shantakumar, chairman and convener narrated that a meeting was held at New Delhi on August 8 this year which he along with Sotinkumar had attended.

During the meeting, it was decided to organize an all India demonstration on December 2013 at New Delhi, he said.

He further said that the Coordinating Body is planning to take part at the Delhi demonstration with 500 trade union members from Manipur.

He said during the demonstration, 12 demands which include two demands related to Manipur will be submitted to the Central government.

The two demands for Manipur include provision of national highway protection force for the National Highways of the state and proper maintenance of NH 39.

JIRIBAM, Oct 29: In a freak accident, a Tata truck transporting cement ran over its own handyman killing him at the spot, while the driver fled from the scene.

The incident happened at Kambiron Railway line construction site near Nungba around 4am today.

It is learnt that as the Tata truck was passing along the site, the handyman fell from atop the vehicle directly under it.

The driver is identified as one Nasir Uddin of Kalain along the Silchar-Guwahati line, whereas the handyman is identified as Faruk Uddin, 17, son of Moina Uddin of Monpur village, Hailakandi district, Assam.

Soon after the incident, people who knew the handyman rushed him to the Jiribam Community Health Centre however, he succumbed along the way.

The Jiribam police have registered a report regarding the incident.

IMPHAL, October 29: The five day long Awareness cum Poster Campaign on Mithun rearing, economic and nutritional security, environment protection organized by the Chandel District Animal Farmers’ Welfare Union in association with State Institute of Rural Development under sponsorship of Autonomous District Council, Chandel concluded today at Molnoi village community hall.

L N Kasung ADC/PD, DRDA Chandel, Thongmilen Haokip SDO/BDO Khengjoi block and Paisho Keishing, president of North East Border Area Development Organisation attended the closing function as chief guest, president and guest of honour respectively.

K Prakash Maring stressed that domestication and rearing of Mithun can easily enhance the economy of the family.

He further mentioned that there is provision of funding and policy of the central government, adding that due to absence of state policy, the farmers continue to remain unsatisfied.

Prakash also said that Chandel district has the greatest number of Mithun population.

On the first day of the programme, Dr Y Rajendro Singh Joint Director of Veterinary and Animal Husbandry delivered a lecture on ‘Sandang and other Livestock: Present and Future Scope’ as resource persons.

IMPHAL, October 29: The government has taken up steps to improve the sports infrastructure in all Hill districts of the state, Chief Minister Okram Ibobi Singh assured before adding that construction of District Sports Complexes in all the five Hill districts is targeted to be completed by 2014.

Addressing the inaugural function of a 2-day tribal Friendly Exhibition Match at the Khuman Lampak Main Stadium today, the CM elaborated that the construction of the District Sports Complexes has been taken up with SPA funding and Central Assistance from the Ministry of DoNER under NLCPR with a view to provide sports infrastructure.

The Chief Minister also said that the government has allotted land for the establishment of the Mary Kom Boxing Academy which is expected to be set-up with assistance from NEC.

The football match is being organised by the Tribal Youth Council Manipur (TYCM),for the tribals of Manipur for the first time under the theme "Sports for Building Peace & Unity".

The Chief Minister also appealed to all to inculcate the sense of well-being, self-respect, sound health and mind, good character and good moral into our youngsters.

He also appealed to the youths to come forward and develop themselves with the help of games and sports; and further stressed upon the need to be united in order to bring more laurels like Mary Kom who has brought the State of Manipur into the limelight and made the country proud.

The state Chief Minister continued that the holding of such friendly exhibition matches will be a step to acquaint each other and pave the way for enhancing understanding, trust and love for each other, he added.

"Let there be more and more interactions among us in different walks of our lives to bind us stronger to make Manipur a strong State as we all love Manipur the most," said the Chief Minister.

The inaugural function was presided over by the RD&PR minister Francis Ngajokpa who in his speech underlined the importance of organizing such friendly exhibition matches to bring peace and unity in the state.

Former Chief Minister and present Rajya Sabha MP Rishang Keishing who was also present as a guest of honor also spoke of bringing peace and unity through love and trust amongst all the communities living in the state.

Md Abdul Nasir, minister Agri and Fisheries was also present as a guest of honour.

State Chief Minister Okram Ibobi Singh also donated Rs One lakh.

Altogether 30 teams are participating in the 2-day exhibition match and today the first match was played between Tribal MLAs XI and Tribal ADC XI.

IMPHAL, Oct 29: In continuation of the agitations launched by the Manipur University Teachers’ Association (MUTA), as decided by the body’s executive committee on September 24, 2013 the body will launch total boycott of Prof HNK Sarma, the vice-chancellor from November 1, 2013 as he has failed to fulfil almost all demands of the association such as implementation of HAG scale, appointment of Pro-Vice-Chancellor, Finance Officer, Controller of Examinations, various Directors, filling of faculty positions, etc. as well as non-changing attitude of authoritarian and autocratic style of functioning, conveyed a press statement of MUTA.

No members of MUTA, including, heads, deans, directors and any in-charges will attend any meeting and function called, chaired and hosted by the Vice-Chancellor and no members of MUTA, including heads, deans, directors and any in-charges will invite the vice-chancellor to attend any function or meeting as chief guest, president, or guest of honour, etc during the boycott, it said.

The vice-chancellor, during an executive council (EC) meeting held on October 21, 2013, had made a lot of derogatory remarks against one senior Professor, attempting career assassination, it said.

The press statement further mentioned that the association made serious notice of such act and observed that such comments have tarnished the respectful image of Vice-Chancellor of a Central University. This was unbecoming of a Vice-Chancellor, unacceptable to the University Community, in particular to the MUTA and highly condemnable, it claimed.

MUTA demands an unconditional written apology from the Vice-Chancellor on or before October 31, 2013, it mentioned.

KANGPOKPI, October 29: Nothing is much important than health. Therefore it would be wise to say that a ‘Healthy District’ is a Happy District asserted Lunthang Haokip, Executive Member (Vety.&Med.), Autonomous District Council Sadar Hills while adding that when all the district of the state becomes healthy, Manipur will be automatically a happy state.Lunthang Haokip was speaking on the sidelines of the first Free Medical Camp conducted yesterday at Chalva village, exactly 50 Km away from Kangpokpi along the Imphal–Tamenglong road.

The free medical camp was organized and sponsored by the Autonomous District Council Sadar Hills under 13th Finance Commission.

The EM (Vety and Med), ADC Sadar Hills continued, “Wealth might be the wish list for many people throughout the world but people of Sadar Hills should give priority for healthy longevity because wealth is earned through hard work and if our health is affected, how would we be able to concentrate on our work to bring back the bacon home? Therefore is it vital that we remain healthy so that we can focus on our work to put food on the table”.

“When one is healthy enough to put sufficient food on his table, He is a happy man”, noted Lunthang Haokip.

Lunthang Haokip further averred that the Autonomous District Council, Sadar Hills with a concern of the people’s health had passed to conduct, organize and sponsor free medical camp and as scheduled the first free medical camp has been successfully conducted at Chalva village.

He added that the same camp will be conducted very soon at Saikul area and New Keithalmanbi.

A 20 strong team comprising nine members of Vety Dept including one doctor, four field assistants, four attendants and 11 members of Medical dept. including one doctors, five nurses, three pharmacists under Autonomous District Council Sadar Hills and one doctor from KCH and another from RIMS, Gynae Dept. were pressed into service during yesterday’s free medical camp at Chalva where more than 300 patients from Chalva, Geljang, Gelbung, Gelnal, Chaljang, Wakotphai and its adjoining villages turned up to avail the facilities.

Vety dept has been led by Dr John Meigai, VO, SHADC-Kpi and the Medical Dept has been led by Dr Brajamani Singh, medical superintendent, SHADC-Kpi.

Five cataract cases were found during the camp and they were given an opportunity to undergo operation free of cost if willing said Dr Rajen, Asst. Orphth. KCH while Dr L Somen, MS (final year), Gynae Dept. RIMS pointed out that lack of hygiene is the main cause of sickness and damaging health in the area.

Vety Dept distributed various indispensable medicine for animal and others health related medicine to the participants in the camp.

In the meantime, Village Authority of Chalva on behalf of the peoples of areas expressed their heartfelt gratitude to Autonomous District Council, Sadar Hills for conducting such an important medical camp.

IMPHAL, October 29: Atleast five persons including two students were injured when a powerful Improvised Explosive Device (IED) exploded at Dharamsala near Bhairodan Maxwell Hindi High School early around 5:58 am today.

This is the third bomb explosion triggered within high security Imphal areas in less than two weeks-time.

The explosion took place at a parking lot of ‘thellas’ about 80 metres south west from the city police station.

Even though splinters were not found, the intensity of the blast was so powerful that the wreckages were thrown several feet away from the blast site. Moreover, the impact of the blast also damaged a class room of the Bhairodan school and a Tata Magic bearing MNO6L-5818.

The blast also created a crater of two and half feet wide in radius and one and half feet deep.

Police sources confirmed that the IED was detonated using a Remote control device and planted under one of the ‘thellas’ parked at the area.

The same sources speculated that the non-local migrant labourers could have been the target.

Of the total injured two were said to be non-local labourers identified as one Raghunath Manto, 28, son of Rupalal Manto of Sitabari Bihar currently staying at Nagamapal and Sambhu Shah, 34, son of Sarju Shah of Keshampura village, Bihar currently staying at Nagamapal. Two were reportedly students, who were out for coaching and a driver of the damaged Tata Magic.

They have been identified as Kishan Chakerbati, 17, son of Gorpat Chakarbati of Serou Part 3 at present staying at Paona bazaar, Pradeep Sharma, 17, son of Nirmal Sharma of Serou presently staying at Paona Bazaar and Ahbujam Arun, 21, son of A Achou of Heirok part 3 at present staying at Kabo Leikai.

The condition of one of the victim Kisan is said to be critical.

The explosion damaged his left ear drum.

Soon after the blast, security forces including bomb experts and CRPF rushed at the blast site and conducted a thorough search in and around the area.

Meanwhile, a teacher of the Bhairondan, strongly condemned the blast which occurred near educational institute and appealed not to carry out such incidents in the future.

No organisation has claim responsibility for the blast till the filing of this report.

IMPHAL, October 29: With the aim of promoting indigenous cuisines of the region during the ongoing Chinjak Festival, an interaction session was held today on the social benefits and harm resulting from locally produced fermented alcoholic beverages known as Atingba.

The programme held at the centre stage of Iboyaima Shumang Leela Shanglen as a part of Talk the Food programme was attended by women activist Ramani, general secretary of Nupi Samaj; Ayekpam Langdon Leima, advisor CLK; Landhoni, general secretary Poirei Leimarol; Leirik, president of Kanglamei; and Ibetombi, president of WACAK.

Raman stated that the local brew and other alcoholic beverages are items that have been used in our traditional practices from the past. They have been used for medicinal purposes, she added.

She described the ways in which the alcoholic items were used in ancient rituals of Manipur and inseparability from social activities. However, she rued, in the present days the intake of these same alcoholic drinks in an abusive manner had taken the form of a predator and destructor.  

She further expressed condemnation over the preferences provided to traditional products from other region over our own. We should encourage indigenous products and even prepare our dresses from locally available materials.

Leirik stated that local-made alcohol drinks were counted among useful items. Even, the processes for fermentation and distillation were better in the past, she added. Modern society has been shredded by alcohol abuse and many individuals are suffering from various diseases, she stated.

She also discouraged the use of non-local products and added that promotion of indigenous items will increase its demand in the markets and hence its volume of production.

Landhoni mentioned that many alcohol products are part of our traditional and rituals ceremonies. Nowadays, the items have been abused extensively and politicians have exploited it for their selfish gains. After the merger with India, Manipur has lost many of its indigenous foods, vegetables and other products.

Langdon Leima continued that our traditional products should be preserved and not used wrongly, otherwise it will face extinction.      

IMPHAL, October 29: The All Manipur Working Journalists’ Union team led by its president Wangkhemcha Shamjai and including Standing Committee members had met with the state Chief Minister Okram Ibobi Singh on October 28 and discussed its previous charter of demands.

The meeting which was convened at the CM’s office chamber continued from 4 pm to 7 pm and attended by other concerned government officials.

The meeting was attended by former AMWJU president and present MLA Nongthombam Biren Singh; MLA Ranjit;  addl chief secy, RR Luxmi; commissioner IPR, Lekhogin Haokip; commissioner Revenue, Sunderlal; commissioner, Disaster Management, addl. Finance secy., Gyan Prakash; Imphal West DC Radhakumar; director, IPR W Rajen Singh and addl director, Juringlal.

After discussing on the 15 point charter of demand, the meeting further decided on the issues to be taken up on priority basis, informed a press release of the union.

The demands placed by the union include increase in budgetary support for the maintenance of Manipur Press Club, which was increase to Rs two lakh from one lakh.

Further according to the statement, it was resolved that either the government will release a one-time grant in aid as medical aid for journalist and for AMWJU to manage on it’s own or select a model which is implemented in other North Eastern states and follow it.

Regarding the opening of a Press Academy in the state, models from Kerala and Andhra Pradesh were also submitted and the necessary details will be chalk out during a meeting between IPR and AMWJU.

After drafting the actual modalities, it will be submitted to the government so as to expedite the process, it said.

Regarding payment of ex-gratia to journalists suffering casualty during line of duty, it was resolved that in case of death during line of duty, the next of kin will be paid Rs five lakh as ex-gratia and a job to a family member and Rs one lakh for injuries, the statement said.

Further, family benefit schemes of journalist inclusive of establishment of a housing colony was also deliberated and necessary action to be implemented. A press room to be sanctioned at Manipur Assembly for coverage. A memorial complex to be built at Mt. Harriet (Andaman and Nicobar) for Maharaj Kullachandra.

Further, it was also resolved to upgrade the pension scheme for journalist from Rs 2000 to Rs 4000. To raise the widow pension from Rs 1000 to Rs 2000 etc.   

IMPHAL, October 29: The 27th Manipur University Inter College youth festival 2013 was inaugurated today at the Centenary Hall of Manipur University, Canchipur. The festival was participated by around 800 students from 28 colleges’ in 25 events from different parts of the state and will continue till October 29.

Speaking at the function Commerce and Industries, Sericulture Minister  Govindas Konthoujam said in the North East region the centre implemented various programs and after the coming of Look East Policy the state will benefit a lot, so people of the state have to be conscious that the advantages provided uner the  programs do not vanish in vain.

He further said that especially the youths of the state have to gain awareness to grape the advantage because the youths are the pillars of the future.

In the present scenario most of the students did not properly maintain respect for the teachers as compared to past generation where teachers are respected and considered at the highest level, he asserted and continued that to get more success in their future careers, they should be obedient and respectful to the teachers.

He continued that organizing this festival will render advantages to the students to showcase their socio-culture to bring sense of oneness and theme “youth the integrity” is very proportionate to this festival to inculcate integrity among the youths.

Vice chancellor, MU, H Nandakumar Sarma said that the festival will motivate the students in building their carriers and to show felling of unity.

The energetic youths are the pillars of the future and during their youth period should utilize properly in a right way, he said and added that the Inter College Youth Festival is an opportunity to the affiliated college and university students for showing their talents and performance.

He further said that the festival will also provide a platform for integration among the talented youths of the different communities in the field of dance, music, theatre and fine arts etc.

IMPHAL, October 29: A one day seminar on usage of “Agro-textiles Suitable for Manipur State and its Advantages” for promoting usage of agro-textiles in north eastern region was jointly organized today by Textile commissioner, govt of India, COE Agrotech SASMIRA, ICAR Research Complex for NEH Region Manipur Centre Imphal and Govt. of Manipur at the Classic Hotel.

The inaugural function was attended by J C Ramthanga, commissioner, dept. of horticulture and soil conservation, Manipur as chief guest.

Addressing the function, Ramthanga stressed on the need for coordination amongst the different government departments in order to promote the usage of agro-textiles.

He further informed that the use of agro-textile is practiced by few progressive farmers in the region adding that the awareness is however, still at its nascent stage.

He further mentioned that new knowledge has been accumulated in the field of agriculture and horticulture adding it is not enough but needs to be applied with fresh technological inputs.

SASMIRA (synthetic art silk mills research association) is the best in the country, Ramthanga mentioned before adding that the officials of the department and farmers should learn about Agro-textile.

President of the seminar, Dr N Prakash Joint Director ICAR Research Manipur delivered the welcome speech.

Dr Manisha Mathur, Asst Director, SASMIRA, Mumbai, in her concept note, mentioned about the assistances which could be provided to the farmers and other agri-entrepreneurs.

Dr K Kipgen, addl director, dept of Horticulture and Soil Conservation, the guest of honour of the seminar, also emphasized on maximum use of agro-textile products in agriculture and other agri-related fields.

Lastly, Premnath Surwase, Scientist-B, SASMIRA, Mumbai concluded the inaugural session of the seminar by proposing a vote of thanks.

IMPHAL, October 29: As part of a major transfer of police officers, RK Tejbir has been relieved of his post as the officer-in-charge of City PS and will be replaced by M Sudhir Kumar Meitei, former OC, CDO of Thoubal. Inspector Tejbir had since been attached to Reserve Line, Imphal West.

In the notification issued by DGP, Manipur dated October 29, 2013, inspectors Ch Anandkumar and BL Vaiphei will take charge as the new OCs of CDO Thoubal and CDO, Moreh, Chandel. On the other hand, Inspectors G Thaingampou and N Ingocha Singh will take charge as the new inspectors of CDO, Imphal West and OC, Bishnupur PS. Former OC of Bishnupur, B Rishikesh will be taking over as the OC of Lamphel PS while former OC, CDO of Moreh will be replacing G Thaingampou as the new OC of CDO, Wangoi. 

IMPHAL, October 29: The police district boundary administration established by the state Home department in June, 2011 which has affected about 100 Kuki villages is a very unfortunate matter. We need to rearrange the boundaries of the police district administration as soon as possible, said Saikul MLA Yamthong Haokip.

He made the statement during his guest of honor speech at the Saikul block level Kut Festival - 2013, organized at the Saikul Block Ground today.

He further elaborated that as a result of the re-organisation, many villages inhabited by the Kuki communities may be split.  We need to relocate the boundary in the shortest period otherwise many Kuki villages might be merged to the valley districts, he stated.

He recounted that regarding the reorganisation of the boundary, the Kuki Inpi, Saikul and Saikul Area Naga People Organization had called a 48-hour bandh at Senapati district on last October 14. The Kuki Inpi is bent on pressuring the state government on the matter; the people must support the Kuki Inpi in the movement for a fruitful solution. Instead of lecturing, let us perform under a concrete action plan, stated the MLA.

The chief guest of the function GinsuanhaoZou, MLA Singhat AC said the Kuki communities have been celebrating the Kut festival in different days till now. But one day the Kuki communities - Kuki-Chin-Mizo-Zomi - will unite and will celebrate the ancestral festival at one place and in a single particular date and day.

He added that now many section of public from the community are appealing for celebration of the Kut festival either in late November or early December stating that Kut festival was being celebrated even when the harvesting has not been performed.

The Kut committee says that the present date of November 2 was fixed by our ancestor and we have been celebrating the festival on that day which had subsequently been approved by the state government and declaration as a general holiday. The chief guest further said for Saikul AC Yamthong Haokip is the perfect leader and that from his supervision the area appeared to have developed in comparison to the past. “The development is upon you because without the participation of public, development cannot be initiated.  We know the unity and strength of the Saikul people and that one day the area will be fully developed,” he told the gathering.

The Kut Pa of the celebration was Thangkhosei Haokip, President of Kuki Inpi Manipur. The celebration featured a Gurkha cultural presentation and a traditional dance and Thangalsurung, Thangal-Naga cultural and traditional dance performace.

Other highlights were a musical night cum Chavanglanu (Miss Kut beauty pageant) were performed.

JIRIBAM, October 28: The United Tribal Liberation Army (SK Thadou) has terminated its cadre Paokholun Khongsai alias Lulun, 27, son of Sehkhothang Khongsai, Lhangnom, Tousem sub-division, Tamenglong who was arrested on October 26 evening while trying to deliver a monetary demand note to a company involved in construction work at the Dolakhal Railway line site.

This was stated by the outfit’s home secretary CK Singson during a meeting with a select group of media persons.

Acknowledging Paokholun to be a cadre of his outfit, he said however, for his inability to maintain the rules and regulations of the outfit, he has been terminated from the outfit.

IMPHAL, October 28: The inaugural function of the 3-day national workshop on ‘Training Programme Capacity Building amongst the Heritage Managers of North-Eastern Region’ was organized at Manipur Film Development Co-operation, Palace Compound today morning.

Chief Minister Okram Ibobi was the chief guest, Commissioner of Art and Culture, Dr RK Nimai was the president and Vice-Chairman of Indian Archaeological Society, New Delhi Dr SS Biswas, state Director of Art and Culture, K Sobita and member of Kangla Fort Board, O Kumar were the guests of honor.

In his speech, Ibobi stated that preservation, protection and maintenance of these cultural heritages retained the historical importance, aesthetic value ad socio religious significance and is of utmost importance in managing the cultural wealth. The training programme would really benefit the heritage managers of the north-eastern region, he stated.

‘Our rich cultural heritage belonging to different periods of the long history in the form of ancient monumental edifices comprises of palaces, forts, stupas … are important sources of information for the reconstruction of history of the area. Major parts of the north-east region are culturally attached with mainland India but geographically it has close affinity with South East Asia. The environmental and climatic condition also varies from other parts of the country,’ he stated.

Though these regions are endowed with rich heritage, in the field of structural conservation and restoration of monuments the regions still lags behind due to various factors. Overcoming all these difficulties, we have to put our best efforts to encourage the use of technologies for the conservation, restoration, preservation and maintenance of our monumental heritage, he added.

Ibobi stated that during the last 35 years, the state has achieved several milestones in the field of protection, preservation and conservation of archaeological monuments and sites with the establishment of in-situ site museums, protected museums objects and excavated new sites.

According to the chief minister, there are 51 protected monuments in Manipur.

He expressed hope that the trainees will be introduced to the use of the latest scientific methods and techniques which will help in taking care of their respective monuments. He added that all aspect of conservation and management of cultural properties in the State Archaeological Department of museum should incorporate frequent training and interaction to acquire knowledge of scientific advancement in the respective fields.

Nimai mentioned about the inability to give the necessary focus on studying archaeology and that the whole of the north-eastern region will benefit through the workshop.

IMPHAL, October 28: The first day of the 36-hour state-wide bandh called by the JAC formed in connection with the alleged murder of JCB driver Devraj failed to make much impact in the state except in some areas.

Meanwhile, the JAC has informed that the bandh will conclude at 5 am of October 29.

The bandh which started from 5 am this morning was mainly concentrated in and around the driver’s birthplace Khurai and its neighbouring localities.

It may be mentioned that the JAC and locals of Khurai had yesterday announced the 36 hour bandh against the killing of JCB driver Devaraj whose highly decomposed body was recovered from Senjang in Senapati district on Saturday.

Altogether five accused including four from a family have been arrested so far, according to the police.

The bandh affected parts of Singjamei Bazar, Lamlong Bazar, New Checkon and Palace Gate as business establishments and other establishments remained closed at these places.

Khurai and Lamlong bazar wore a deserted look throughout the day with commuters remaining off the roads.

All roads passing through the locality including the Imphal Ukhrul road, Lamlong to Pangei, Tinsid road remain deserted throughout the day as vehicles including passenger services remained off the road.

Large numbers of JAC members and bandh supporters came out to the streets and blocked traffic movement since early this morning even as a large contingent of police personnel were seen deployed at strategic points in the vicinity of Lamlong bazar to avert any untoward incident.

The bandh effect was also felt at Palace Gate and New Checkon area with shops remaining closed in the day though they started opening towards the evening.

Meanwhile, bandh supporters were also seen coming out in strong numbers in the Singjamei area. Singjamei locals including womenfolk came out to the streets and imposed the bandh near Manipur College.

Meanwhile, in the evening around 2:30 pm, after getting information that the state Chief Minister Okram Ibobi Singh will be passing through the Khurai locality to attend MLA Thamarjit’s marriage at Lamlai, a large number of local youths and womenfolk came out to block the passing Chief Minister and his motorcade.

However, the presence of a large number of police personnel including woman police under the supervision of the Imphal East SP Angam Kamei curbed any intention of the locals to block the CM and his entourage from passing the area.

Meanwhile, the main bazar areas of Imphal remained opened and all inter-district and inter-state passenger service other than those passing through Khurai area operated as usual.

IMPHAL, October 28: The Ningol Chakkouba Festive Fair, 2013, an exclusive fair of the clusters of weavers’ society from Imphal West, was inaugurated today at the Iboyaima Shumang Leela Shanglen, by O Nabakishore Singh, IAS principal secretary commerce and Industries, who attended the function as chief guest.

The inaugural function was also attended by V Tualthang, additional Director, Commerce and Industries, and M Rajen, Project Manager District Handlooms and Textiles Imphal West, as president and guest of honour.

In his chief guest speech Nabakishore, while noting marketing as the backbone to ensure increased production of handloom products, exhorted the weavers reap the benefits of various schemes implemented sponsored by state and central government.

He revealed that Myanmar has invited Manipur to take part in an international level handloom fair at Mandalay and the same is under active consideration with the department concerned.

While referring to the common trend of producing women clothing, Nabakishore suggested the weavers not to limit their production list in order to make a mark in the international level.

V Tualthang, observed that the quantity and quality of production of handloom products have improved tremendously while urging weavers to extend their full co-operation to further boost the handloom trade.

He further informed that the department will organised similar fair at a larger edition accommodating weavers from different districts.

Altogether 82 stalls took part in the fair displaying colourful traditional attire of different communities of the state.

IMPHAL, October 28: Locals of Langol Lai Manai today burned down the house of Tongbram Babu, the main accused in the alleged murder of JCB driver M Devaraj after getting information about his involvement in case.

Furious locals of Lai Mani today came out in strong numbers and after dismantling the house, burnt it down completely in the morning around 9:30.

The locals infuriated, on reading news reports which said that the accused was from Langol Lai Manai locality, came out in droves and started searching for the address mentioned in the report.

The mob found the house at Langol Ningthou Leikai and dismantled and burned down the house.

Speaking to the media, several locals echoed that the accused and his family will not be allowed to reside in the locality and further appealed to all others to comply with the same.

They further appealed the government to give a befitting punishment to all the accused.

It may be mentioned that the accused, T Babu was also involved in the killing of L Memchoubi alias Mema, 48, wife of L Nilabir of Haobam Marak Keisham Leikai.

The Moreh items trader’s body was recovered from the approach road of Langol Game village to Lamshang on November 29, 2011.

Babu had been absconding from the police untill he was arrested by the team of Imphal west Police Station on the murder case of the JCB excavator driver M Devaraj two days back. 

IMPHAL, October 28: A division bench of the Manipur High Court, comprising of Chief Justice (Acting), Laxmi Kanta Mohapatra and justice N Kotishwar, has served a Show Cause notice returnable within two weeks to the respondents in the PIL case filed against construction of unauthorised religious structures inside the RIMS campus.

Dr Khomdon Singh Lisam, retd Project Director of Manipur Aids Control Society (MACS) had filed a Public Interest Litigation, on October 25, challenging the constitutional validity of the construction of particular religious institution to own and acquire immovable property located in the complex of RIMS, pleaded the court for giving direction to the authority respondent, the director of RIMS, for speedy eviction of unauthorised occupants encroached in the RIMS under the provisions of the Manipur Public Premises (Eviction of unauthorised occupants) Act, 1978.

The case was accepted by the bench and allotted (PIL) no 19 of 2013.

After hearing both the counsels, the division bench issued a show cause notice returnable within two weeks to the respondents.

During the hearing, sr advocate Th Manihar, appeared on behalf of the petitioner while advocate Nirmolchand appeared on behalf of RIMS.

It may be recalled that the petitioner filed the PIL against the State of Manipur represented by the Chief Secretary of Manipur, the Union of India represented by Union Health Secretary, Ministry of Health and Family Welfare, Government of India, Regional Institute of Medical Sciences (RIMS), Imphal represented by director of RIMS, Lamphelpat, the deputy director RIMS, commissioner (Revenue), Government of Manipur, Imphal West, deputy settlement officer (Admin)/AIPO, Government of Manipur, the survey and settlement officer, Directorate of settlement and Land Revenue, Government of Manipur and others.

In the PIL, the petitioner stated that there are three encroachers in the RIMS campus disturbing and blocking developments and violating the rights of the medical students.

Moreover, it further pointed out that the institute is having its layout plan for new development coming up in the near future. But, it is learnt that the land of RIMS campus is encroached by private individuals. 

IMPHAL, October 28: The European Manipuri Association, EMA celebrated ‘Ningol Chakkouba’ 2013’ in London on October 26, said a press statement of the association.

Describing the festival as a special occasion for treating (Ningols) sisters with grand feast, gifts and presents, it said that the ‘much coveted festival’ was celebrated at the St Georges Churchhall Burford Road, East Ham, London, E63NB with around 50 people including children and 19 ‘Ningols’ attending.

The main highlight of the special occasion was the exchanges of gifts and blessings between the ‘pibas’ and ‘ningols’, it said.

This year’s celebration was by far the biggest ever Ningol Chakkouba, EMA has ever organised in Europe, it said before adding that the celebration was adorn more beautifully with the ‘Ningols’ attending in their traditional Meitei/ethnic attires,  special ladies dresses, ‘mapan naiba phanek’ and various kind of ‘innafis’, and children in their colourful dresses.

The special focus of attention was drawn much into the various traditional delicacies (mathels) prepared by the hardworking ‘pibas’, a Manipuri word for male siblings since a night before. The mathels prepared were nga thongba (fried fish with gravy), sareng thongba (mashed fish curry), ooti (yellow peas cooked with soda), chagem pomba(mixed vegetable with fermented soyabeans), yongchak iromba (boiled parkia mashed with potato), thambou singju (spicy lotus root salad), chamfut (boiled vegatables), kanghou(fried vegetables) and kheer (sweetened rice), it said.

Festivals such as this are the key social and cultural events that keep Manipuri expats in Europe binding with each other, the statement said.

Culturally, it reaffirms strong family ties when the occasion enkindles the love and affection between them.

Holding such events in Europe also signifies the commitment of the European Manipuri Association to pass on Manipuri’s tradition and cultural heritage to the  Manipuri posterity in Europe.

The celebration was attended by Manipuris from other communities and from other parts of Europe with their families and spouses some of who were Europeans, the statement added.

IMPHAL, October 24:  The 7th Regional Saras Fair, 2013 began today at Hapta Kangjeibung, Konung Mamang. The 14-day fair is being organized by the state Department of Rural Development and Panchayati Raj and features 200 stalls belonging to participants from the state and outside.

Speaking during the inauguration of the fair, RD and PR minister, Francis Ngajokpa said women from both hills and valley of Manipur are better than their counterparts in proper maintenance of their families.

He further said that women of the state are more talented than men in various fields, especially in handcraft and handloom whose products are in great demand in other states.

The individuals who are engaged in producing handcraft and handloom products have room for improvement quality and quantity wise as well in design creation to meet the growing demands from other states, he said.

He continued that as compared to last year the fair has improved and expressed hope the positive trend will continue in this direction in the future too.

Speaking to IFP reporter, Khagokpam Bina a member of Khagokpam Food Self Help Group of Khurai Kongpal Thongkhom informed that the enterprise produces pickles of different varieties and puffed rice.

She continued that their pickles brands are being supplied to various parts of Imphal districts and the puffed rice are attracting orders for marriage ceremonies.

The enterprise was established around two years back for the socio economic development and creation of jobs for the unemployed people in the locality without asking for incentives from the government, she added.

She asserted that the establishment of such enterprises has benefitted a lot of individuals with the orders increasing in numbers everyday.

IMPHAL, October 24: Condemning an alleged rape and attempted murder of a 26-year-old woman by a cadre of the NSCN (IM), the Naga Women’s Union has said, “Rape case among the Naga society in olden days was rare, love for fellow beings which was valued most has lost in its totality in the society today”.

Describing rape as a savage act and crime committed against the whole humanity, a press communique said, “NWU vehemently condemn the beastly act of rape and attempting murder of an innocent young woman of 26 years old full of promises at Viola Colony, Dimapur at around 8:30 pm on October 14, 2013 by one Adani Chithuiyio, a cadre of the NSCN (IM) who is connected to high profile people…”.

“Such act should be condemned in one voice irrespective of people, communities or groups we belong to.”

It further expressed deep shock, strong resentment and anguishes over the brutal rape incident; and added the NWU stand in support of the victim.

It urged the concerned authorities to bring justice to the victim, while adding that the culprit deserves the severest punishment under the law to act as strong deterrent against committing such heinous crime in future.

IMPHAL, October 24: Staff reporter 24: A food safety team raided shops in Churachandpur old and new markets and seized Rs 15 lakh worth of tobacco products and banned eatable items imported from Myanmar.

The District Commissioner, Jacintha Lajarus, disposed the seized items at the complex of Chief Medical Officer office, Churachandpur later in the evening.

Jacintha said such type of drive will help to spread awareness to the general public. Even after we asked them not to buy and consume the banned items, they cannot understand the reasons behind the warnings and dishonest shopkeepers take advantages of their ignorance, she said.

She promised to make more personal effort as the items being sold are hazardous to human lives and appealed to the consumers to stop using the items and the sellers to discontinue selling them.

After the state’s health department banned a list of items under the Food Safety and Standard  Act 2006, contraband food items seized today were Rs 5 lakhs of Moreh imports and tobacco products items of Rs 10 lakhs.

The team of food safety officers was led by Th Sunilkumar, officer CCpur, along with Jinny,  officer Senapati, Khogen, Officer Ukhrul, Avilson, Officer Chandel,  N Debendro, Officer Thoubal, Sumita, Officer Bishnupur, Y Satyajeet, officer Imphal West and In-charge Imphal East.

The drive was carried out with the help of CCpur Police led by the SI Lutminthang Kipgen. The team raided the shops of the Churachandpur old market from CCpur Police station to Axis Bank of New Market.

Food safety Officer Churchandpur said in the sideline that this is a special drive conducted after this team has raid areas in the Imphal East and West district.

This drive will continue in other district in the future to ban the sale of junk food in the state. He added that the last date of the license issued was February 4,  2014. If anyone is found selling those items in the future without food safety license from street vendor up to manufacture factory, he or she will be arrested under section 59 and convicted for 6 months imprisonment, with fines upto Rs 5 lakh by the food safety appellant court constituted in every District DC office.

IMPHAL, October 24: Crime and punishment should go hand in hand in order to keep the former under control, because crime will continue as long as human being exists as it an integral part of his system, said senior journalist, Irengbam Arun.

He made the statement during a one-day state level convention organized at Manipur Press Club today on “Crime against Humanity” with special reference to murder, rape and murder of women and children in Manipur. The event was jointly organized by Centre for Social Development; North East Dialogue Forum; United NGOs Mission Manipur; Conflict Widow Forum; Self Support Group; New Life Foundation; Christian Network of Positive Women and Women Action for Development.

He stated that even though the police department in the state has huge resources, the investigation unit has failed and the public’s presumption is that the sole function of the department is to suppress militancy.

Due to the non-functioning of the investigation cell, the department is facing trouble in punishing the outlaws and delivering justice to the victims, he said and further alleged that the department has restricted its investigation to those cases which are reflected in the media.

As an outcome of a longstanding mistrust, the public has lost confidence in the police department and whenever any crime occurs in the state there is an inclination for resorting to mob justice and it can be prevailed only when the justice system in the state improves.

Editor of Manipur Mail, N Sanatomba said that the increase in crime in the state is due to failure in the education system, degradation of morality and bad influences from damaging movie scenes.

To slow down the crime against humanity in the state, the people have to focus on making proper analysis of the situation, he said and added that there is no such platform for consultation.

JIRIBAM, October 24: The Jirighat Govt High School today staged a sit-in-protest at the school compound in a show of support to the ongoing agitation enforced by four student bodies of Jiribam.

The four student bodies based in Jiribam - AMSU District Committee, MSF Special Branch Jiribam, DESAM Local Council and KSA Jiribam Unit had imposed an indefinite total blockade along the National Highway 37 since October 23 midnight, as part of their series of agitation against the government’s failure to look into their slew of demands regarding lack of infrastructures and transfer policy of teachers in Jiribam sub-division.

Today’s sit in protest was held under the banner- provide the necessary teachers, do not violate the students’ rights.

The student bodies had started their series of agitation by doning black badges and continued with economic blockade along the Imphal-Jiribam highway and finally the total blockade.

Meanwhile, around 5:30 pm, around three vehicles moving towards Imphal from Jiribam were damaged by blockade supporters at Sorok Atingbi Khunou today.

On the other hand, the four unit presidents of the student bodies have reached Imphal to hold talks with the concerned government officials on their demands.

The student bodies have in the meantime reiterated that the ongoing total blockade will not be lifted unless an agreement is reached with the government.

Elaborating on the agitation, one of the student leaders said that if the student representatives are able to bring an amicable solution with the concerned authorities during tomorrow’s meeting, the total bandh could be lifted, however, unless the government meets the students’ demand, the agitation will not be suspended.

He further appealed to the Jiri police and other security forces against escorting vehicles along the highway during the bandh; and further warned that blockade volunteers would not let any chances to attack such vehicles go wasted.

He also appealed the general public for support and cooperation.

IMPHAL, October 24: A public hearing under the banner “camp sitting” was conducted by the National Human Rights Commission (NHRC) at Hotel Classic today.

The hearing was conducted in three sessions and the first full bench hearing was chaired by Justice KG Balakhrishan-Chairman NRHC, Satyabarta Pal, Justice Cyriac Joseph and SC Sinha.

Four cases was heard during the first full combined bench including those on lack of proper medical facilities at Churachandpur, death in an encounter of Senapati, ecological disturbances- Problems in the surrounding of Loktak Lake area and alleged fake encounter of one Sagolsem Anand Singh at Mayang Imphal.

During the second session the hearing was conducted separately in Division bench-I and Division bench-II.

The division bench-I was chaired by Justice Cyria Joseph and SC Sinha, wherein 22 cases of alleged fake encounters were heard. At the same time, 20 more fake encounter cases were also heard during the division bench-II chaired by KG Balakrishna and Satyabrata Pal.

During the first session, the commission asked to submit report of the progress of recommendation of CBI investigation in connection with Loktak Lake phumdi clearing scam (involving one K-Pro Company).

Surprisingly, the director LDA responded that he has no idea regarding the recommendation made by the commission. To this, the chief secretary responded that the recommendation was under active consideration with the law department.

At the same time, another case of CT scan scam which was recommended for handing over to CBI was kept pending.

As the sessions progressed, the commission members showed their resentment to the representatives of the state for none of them came prepared on the notices being served by the commission.

In most of the alleged fake encounter cases, the commission observed that the police lacked concrete evidence to substantiate their theory of encounter with militants.

In a particular case involving a joint team of police commandos and 12 MLI, wherein one Sagolsem Anand Meetei of Mayang Imphal was killed in an alleged encounter, the commission has directed the concerned police to examine more witnesses including the father of the deceased stating that the evidence made was hardly corroborates to the claims. It also asked for the submission of a report within 15 days.

Of the total cases, there were a handful of cases involving paramilitary forces but recommendation made by the commission to compensate the victim’s family was complied with. Sadly, most of the cases involving state police, were awaiting state cabinet approval.

In separate encounter cases where two individuals identified as Khangenbam Priyokumar and Sougrakpam Nehru, were killed by security forces, the commission directed the state to pay compensation of Rs five lakh each.

The directive was issued following the failure of the home department to submit a report in connection with the cases despite being granted extension for about a year. The commission expressed its frustration when more time was sought by the state.

The camp sitting was attended by top officials of state administration, top police officials and victim’s families.

IMPHAL, Oct 24: The 3rd Seven Day Book Fair organized by the Mayai Lambi Integrated Development Organization (MLIDO) in collaboration with the National Book Trust was inaugurated yesterday at Shamurou by Karam Shyam Singh, MLA of Langthabal as chief guest, said a press release of the MLIDO.

The function was presided over by Dr M Nara Singh, former minister of Art & Culture and W Rajen Singh, director of DIPR attended as the guest of honour.

Dr Th Khomdon Singh, librarian of Manipur University delivered a speech on the importance of books and library in the present context of the society, it said.

The dignitaries on the dais had also observed that organizing such book fairs regularly should be frequented; before assuring that they would also extend all possible assistance for the successful organizing of book fairs in the future.

During the book fair, other education related activities were also arranged, it said.

A quiz competition was also conducted in the field of culture and literature participated by students of Classes IX and X. Distinguished quiz master of Manipur, Dr Raheijuddin Sheikh conducted the competition successfully, it said.

Altogether five teams constituting of two students from a school each participated in the competition, it said.

Yengkhom Momocha & Punshiba Huirem of Brilliant Public School, Shamurou won the first position; Somokanta Huidrom and Md Yasir Arafat of Little Master English School, Shamurou won the 2nd position while Moirangthem Sheila and Haripriya Leishangthem of Brilliant Public School, Shamurou took the 3rd position.

IMPHAL, October 24: Following yesterday assault of a match referee of the 8th Manipur State League by players and supporters of the one of the teams, resulting in the abandonment of the match, the All Manipur Football Association has release a lengthy memorandum announcing its decision on the matter.

The memorandum said the MSL committee of the Manipur State League has examined the report of the referee, 4th referee and match commissioner of match no 45 between Zomi Footbal Club, CCpur and Anouba Imagi Mangal, Khabam played on October 23 at the Khuman Lampak, Main Stadium.

It said the report has clearly state that the match was abandoned in the 47th minute of the match as the referee M Magho was attacked and assaulted by the players and supporters of AIM.

It also said that the referee had noted that red card was shown to the Captain of AIM, N Shangkar Singh at the 47th min for using abusive language and threatening words; thereafter N Shangkar Singh attacked him by kicking, punching and using abusive language.

Having duly examined the reports and eye-witnesses/AMFA officials who were present at the stadium, it said it was decided to place N Shangkar of AIM under suspension for a period of 5 yrs with immediate effect with a fine of Rs 20000 for physically assaulting the referee payable within November 30; to place Kh Deben (Goalie) of AIM under suspension for a period of three months with immediate effect with a fine of Rs 5000 only payable within November 30, for advancing with a high speed from their position towards sideline with a clear intention to attack the referee.

It also said that it was decided to place S Johnson and O Surjit under suspension for a period of two months with immediate effect with a fine of Rs 3000 each for blocking the way of the referee while he was trying to move towards the referees’ dressing room thereby helping other to attack the Referee payable within November 30; to place W Khogen Singh, Coach of AIM under suspension for a period of one yr with immediate effect with a fine of Rs 5,000 for inciting the supporters and players to assault the referee payable within November 30; to place M Ashok (Manager), T Bangkim (Asst Manager), N Mangalsana (Asst Coach) and M Manoj (Dr/Physio) under suspension for a period of three months for failing to control players of their team.

The All Manipur Football Association has also decided to ban Kh Loyalakpa from entering any stadium/ground where the activities of AMFA and its affiliated units are holding for a period of 10 yrs with immediate effect, it said before adding to dissociate Kh Loyalakpa for life from AMFA and its affiliated units related organizations.

It also said that it was decided to forfeit the match of AIM played on October 23 (Match No.45) of the 8th MSL 2013 with a scoreline of 3 - 0 goals in favour of ZFC under Art 31 of the AMFA Disciplinary Code.

IMPHAL, October 23: “We seriously take the extra judicial killings allegedly involving the State Police force” expressed the National Human Rights Commission (NHRC) team today displaying their seriousness of intent.

The team comprising of Justice Cyriac Joseph, Justice Satyabrata Pal, Member, NHRC and Director General (Investigation) Kanwaljit Deol, were addressing media persons outside the Security Ward of JN Hospital after visiting Irom Chanu Sharmila who is in judicial custody, around 10 today morning.

The team was joined by doctors and security staff during the meeting.

Interestingly, Anil Pradhan, a special rapporteur of NHRC who is accompanying the NHRC team was not allowed to meet Sharmila a couple of months earlier oduring a previous visit.

Speaking to the NHRC team, Sharmila candidly talked about the emerging differences with various organizations supposed to be working for her cause, alleging that her opinions and suggestions were ignored, while also lamenting the fact that she would want the public to treat her as a human with feelings and emotions struggling for a life free from the fears of the atrocities being committed under the cover of the Armed Forces Special Powers Act 1958 by the security forces.

She further expressed that she does not want the public to idolize her or consider her a martyr.

She also expressed her desire to see the people come out and physically support her in her struggle and not just lend their moral support. She also questioned the legality of the State Government’s decision to put her under judicial custody and imposing restrictions on meeting people, stating the fact that a lot of prominent public figures and politicians undertook fasts in protests against the Telangana issue, but none were arrested, and even convicted inmates in jails everywhere are allowed weekly visitors, whereas anyone wishing to visit her needs special permission from the Chief Minister or the Home Minister.

Answering to a query on the stand of the revolutionary groups in the State on her struggle by a member of NHRC, Sharmila revealed that various civil society organizations were prevented from providing solidarity to her cause by many armed revolutionary groups in the State.

She also expressed her indomitable faith in her struggle and belief that she will emerge victorious as her effort is a rationale and just one and concluded that she will stop her fast and is looking forward to leading a normal life once the AFSPA is removed, appealing to the visiting members for their support and intervention in their maximum capacity.

IMPHAL, October 23: The High Court of Manipur, while directing the state government to keep an order reverting promotion of four MPS police officers in abeyance, served a notice to the government to submit a counter affidavit in response to a petition challenging the reverting order within a week.

Four police officers of Manipur Police after being promoted to the rank of MPS grade-II, was reverted to their lower post with effect from March 1, 2007 by an order released by the Department of Personnel and Administrative Reforms on October 18, 2013.

The reverting order released by the Department of Personnel and Administrative Reforms, consequent upon the recommendation to review a previous DPC meeting held on January 12, 2007 with regards to the vacancy for the year 2006-07 and also in compliance of contempt case (No. 62 2010), dated May, 5, 2013, issued by the High Court.

After the review under the rule 5 of the Manipur Police Services Rules, 1965, an amendment was made and promoted 40 police officers including Inspectors of Police/subedars/subedar majors of Manipur Police were promoted to Manipur Police Service Grade-II with effect from March, 1, 2007.

IMPHAL, October 23: Dr Ng Bijoy Singh, Khurai MLA has been appointed as the Chairman of Manipur Pollution Control Board with immediate effect.

Chief Secretary PC Lawmkunga, released the official order today.

Immediately after the order, the new Chairman assumed office this evening at around 3 pm and interacted with the staff.

He gave assurances to them that he will convene a meeting within short notice to discuss the shortcomings and plights afflicting the department.

During the interaction, the staff also reportedly apprised the new Chairman of their concern over the sharp deduction in the budget of the department.

In response, Dr Bijoy Singh assured that he will be taking up the matter with the Chief Minister.

It may be mentioned that the staff of Manipur Pollution Control Board (MPCB) have not received their salaries for seven months. In this regards a sit-in-protest was also staged recently demanding the release of pending salaries.

LAMKA, October 23: The National Human Rights Commission, NHRC team led by its Chairperson Justice KG Balakrishnan today visited CCpur District Hospital to inspect the hospital.

The team, comprising of 19 members including, members Saity Batta and SC Sinha and four other multi-tasking staffs, arrived at the hospital around 1pm.

Following a power presentation on the hospital’s profile and administration by hospital staffs, the team inspected the facilities, infrastructures and function of the ISO certified hospital.

Even though there was no interaction with the media persons, it was noticeable that the team was shocked with certain aspects of the hospital.

The team members were seen questioning the hospital officials about the practice of charging money for the use of the lavatory and in another instance, shock expressions were witnessed on the faces of the team members on being informed that the key of the hospital’s ambulance was with the driver who was on a leave.

The team members had also pointed out to the hospital authorities that the name of the driver was not on the list of employees who were on leave; and further observed that an ambulance driver cannot just take leave without a substitute or replacement.

Adding to the surprise of the National Human Rights Commission team was that all three phone numbers painted on the hospital walls for receiving complaints or enquiries were not working.

The team members had actually dialled the numbers just to check and found out all three not working.

“The situation in CCpur district hospital is bad, the food unhygienic, number of doctors inadequate” said a member of the team.

Meanwhile, it may be recalled that IFP had earlier reported that a one and half year old minor had died at the hospital allegedly due to negligence of the staffs, and on another occasion, an RCC beam in the OPD ward of the hospital had given way missing a doctor by a whisker.

IMPHAL, October 23: The State cabinet has today approved the implementation of Rashtriya Uchchatar Shiksha Abhiyan (RUSA) in the state with immediate effect.

Finalization of plans to outsource Hotel Imphal and Sendra Tourist Home, on a trial basis for six months to private companies, was made during the meeting.

The meeting chaired by Chief Minister Okram Ibobi Singh, began this morning at 9, wherein seven agendas were placed for discussion. Three agendas, including the one on RUSA were passed.

Briefing media persons on the development, government spokesperson M Okendro, who is also the Education minister, informed that the education is plagued by many shortcomings ranging from lack of infrastructures to manpower issues.

Okendro revealed that the Central Government had sent a written intimation to State government giving information that the Cabinet Committee on Economic Affairs has approved the new schemes of RUSA for Higher and Technical Education on October 13 last and seeking an acceptance letter if the state is willing to implement the scheme.

Elaborating on the provisions of RUSA, he stated that the central-state share in funding the scheme will be in the ratio of 90:10 for north-eastern states, Sikkim, Jammu and Kashmir, Himachal Pradesh and Uttarkhand.

Other facilities incorporated in RUSA are infrastructure development of colleges and state universities, faculty recruitment support, faculty improvement programs, vocationalisation of higher education to enhance employability of students, institutional restricting and reforms, capacity building and planning support, MIS support, provision of new model colleges, upgradation of existing colleges into model colleges with priority on districts having one or two colleges etc, creation of cluster college universities, research, innovation and quality improvement, equity initiatives for improvement of enrolment of SC/ST against specified percent of reservations in the state and leadership development of educational administration including encouragement for women faculty.

Further, M Okendro disclosed that the cabinet had also agreed to outsource Hotel Imphal and Sendra Tourist Home, on a trial basis for six months to private companies. A tender will soon be floated to select companies who will take the responsibility for accommodation of tourists in connection with the forthcoming International Polo Festival and Sangai Festival.

Approval of guidelines for appointment of chief information officers was also another agenda approved, added the minister.

Meanwhile, the minister informed that it had invited the leaders of the four students’ bodies of Jiribam sub-division which includes AMSU, MSF, DESAM and KSA, for talks to bring an amicable solution to the current crisis gripping Jiribam.

The four students are currently imposing a total bandh along the National Highway 37 Imphal-Jiribam road, in protest against the Government apathy in finding a solution to its grievances related to lack of infrastructure and objectionable transfer of teachers.

IMPHAL, October 23: Personnel of Thoubal Police commando led by SI L Dhanabir arrested three child recruiters including a woman and her son. They were caught along with a 15 year-old minor while the teenager was being transported for recruitment to Moreh in a passenger van, bearing registration number MN01X-2608 plying along the Moreh to Imphal, in front of Pallel Police Outpost along National Highway Number 2 at around 10 am today.

According to reliable police sources, the three underground child recruiters were arrested by the team of Thoubal commando led by SI (OC) L Dhanabir while they were on their way toward Moreh.

According to reports, the 15 year-old-boy hails from Yourbung in Imphal East district and while the three arrested recruiters were identified as Kh Thoisana Devi, 45, of Wangoo Sabal, and her son Naotombi Singh, 23, and Kangjam Ibotombi, 47, of Takyel Khongban.

After the arrest they were handed over to Kakching police station and a case has been registered against the three accused. They will be produced before the Chief Judicial Magistrate, Thoubal tomorrow.

IMPHAL, October 23: In what has become a sort of annual fixture of the Manipur State League, a match had to be abandoned midway after the match referee was assaulted by a supporter of one of the clubs playing today.

The 45th match of the league was being played between Anouba Imagi Mangal, Khabam and Zomi Football Club, CCpur today at the Khuman Lampak Main Stadium.

Trouble started in the 45th minute, when the referee awarded a yellow card to S Johnson of AIM for handling the ball and a subsequent penalty was awarded which was converted by Ngulkhosiam, just before the end of the first half.

As the AIM players were moving towards the dressing room at the end of the first half, they started confronting the referee challenging the decision to award a penalty asserting it was harsh and that Johnson had never handled the ball.

However, just two minutes into the second half a foul from AIM captain N Sangkar invited a yellow card from the referee.

Unhappy with the decision, the AIM captain confronted the referee following which the referee awarded a second yellow card and an automatic red card.

A visibly angered Sangkar assaulted the referee, which only invited more supporters of the club to attack the referee.

During the commotion, another AIM supporter assaulted the referee.

The AIM supporter, who assaulted the only FIFA Assistant Referee from the NE States, Moirangthem Magho, has been identified as Khoirom Loyalakpa, editor of local daily ‘Naharolgi Thoudang’.
